1. Current Stamp Duty and Registration Rates
In Tamil Nadu, the standard stamp duty on most property transactions including sale, gift, and exchange deeds is 7% of the market or guideline value, whichever is higher. Registration charges are set at 4% of the same property value. From April 1, 2025, women buyers purchasing property valued up to ₹10 lakh benefit from a reduced registration rate of 3%, while stamp duty remains at 7%.
2. Concessions & Special Cases
Certain types of property transfers attract lower rates. For family transfers such as gift, release, partition, or settlement deeds among relatives the stamp duty is reduced to 1%, with a maximum cap (e.g. ₹25,000 for stamp duty and ₹4,000 for registration). For first-time sale of newly developed properties under ₹50 lakh (up to ₹4 crore), a stamp-duty reduction of 3% (or 2% up to ₹4 crore) has been introduced effective December 1, 2023
3. Instrument‑Specific Charges & Reforms
The state also charges stamp duty on a range of non‑property documents. In May 2024, Tamil Nadu hikes stamp duty for over 20 legal instruments: adoption deeds increased from ₹100 to ₹1,000; affidavits from ₹20 to ₹200; leases, power‑of‑attorney documents, and others saw significant increases. Meanwhile, a major reform notified on June 23, 2025 formally adopts the “composite value” method inclusive of super built-up area and land share for apartments, and allows guideline values to be updated any time during the year rather than only in October, aligning valuations more closely with market realities
